is it possible to block e-mail from a provider eg: hotmail in outlook express just blocking the sender dose'nt work because they just keep changing their names thanks for any help

It all depends on how you define "block". If you have your own domain and mail server you could do server-side checks before the mail ever hits the server and hence block incoming email before it arrives. It is kind of like putting a lock on your mailbox and have your personal assistant stand there all day and night to only let valid mail through. The second level of "block" is a server-side mail filter. The email gets filtered as it hits the server before you have a chance to download it with your mail client. It is stored in a server-side spam folder and could be downloaded if you ever need to. The third level of "block" is a client-side mail filter. The email hits the server, gets downloaded by the mail client and then enters the filter which redirects it from your Inbox to your client-side spam folder.

In Outlook Express you can go 'Tools -> Message Rules -> Blocked Senders List' and enter domainnames to block.
